I actually did get it to go away when I installed windows on my secondary HDD (I wanted to see if my SSD was the problem) but when I bought a new SSD and installed windows on that, the problem returned. I tried re-installing windows but that didn't solve the issue. I wasn't able to figure out the cause of the problem.
